89 horn pad installation

I have an 89 Allante that I'm fixing a few things on, and I discovered that the horn wasn't working. The horn pad didn't feel like it was moving, so I popped it off to have a look. I jumpered from the positive recessed hole to the ground spade and the horn works.

If I put the spring loaded positive wire down in the recessed hole and turn the plastic sheath so that it locks in place with about 1/2" sticking out and I hook the ground wire to the male spade sticking out the horn will sound even without pressing the pad into place.

My thought is the pad presses against the spring loaded positve plastic sheath and that originally there was a bigger compression spring that acts to push the horn pad back out when you take your hand off of it? My horn sounds without having the pad pushing on anything.

I've studied the service manual but it doesn't show that I'm missing any pieces and doesn't talk about how to re-assemble the horn pad in any detail.

Any thoughts?
